BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Guangdong Verbund site project would be BASF's largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. The site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.
Objectives:
  • With an investment of up to US$10 billion, the new integrated site in Guangdong will be BASF's largest investment and ultimately BASF's third-largest site worldwide, operated under sole responsibility of BASF. BASF will install a steam cracker with a planned capacity of 1 million metric tons/year of Ethylene and more than 40 process plants, which produce innovative and consumer-oriented downstream products. Procurement of required maritime services is vital for the success of the new Verbund site.
  • As a Global Category Buyer (GCB) for the global parcel tanker transportation procurement category, the primary objective is to strategize, consolidate and execute the procurement of BASF's bulk parcel tanker transportation requirements in China, and ensure adherence to harmonized procurement processes, systems, and compliant standards to a spend of Euro 45 million in China.
  • Ensure reliable supply of parcel tanker transportation services at competitive terms and the required level of quality based on sound procurement strategies for all relevant sites in China, in close alignment with the needs of internal Business Partners and in accordance with internal and external regulations including corresponding service provider management, performance monitoring and support to RBU's and Group Companies in managing their regional transportation & distribution network.
  • Represent the Asia Pacific business on all matters related to parcel tanker transportation services, in close co-operation with the BASF Global Category Manager (GCM) for Parcel Tanker and the regional network of procurement specialist in each country towards Global Procurement as well as internal Business Partners and BASF management on a regional level.

Main Tasks:
  • Category Management
    • Ensure that sound procurement and supply strategies are in place for all Parcel Tanker Transportation services and that tenders and negotiations are conducted in a professional way to achieve optimal terms and to meet the needs of the internal Business Partners in China by actively getting involved in major strategies, tenders and negotiations. Included activities:
  • Develop a thorough understanding of the business objectives and needs of the internal Business Partners in China and procurement conditions for Parcel Tanker Transportation services.
  • Build up procurement expertise in the market for Parcel Tanker Transportation services and understand developments and trends.
  • Review, develop and implement Parcel Tanker Transportation procurement strategies for Asia Pacific and consideration of specific needs of the internal Business Partners in the region as well as mitigation of relevant risks.
  • Support Supply Chain Management in the development of logistics concepts e.g. for new production sites or businesses by providing information on supply markets for Parcel Tanker Transportation services and estimates for commercial terms.
  • Preparation and execution of major regional/global tenders and negotiations for Parcel Tanker Transportation services and ensure alignment with internal Business Partners as well as relevant departments like Supply Chain Management, EHS, TDS, Legal, etc. as part of the global category team for Parcel Tanker.
  • Ensure smooth collaboration between the Parcel Tanker Operations Unit (GBPO) and relevant departments like Supply Chain Management, EHS, TDS, Legal, etc.
  • Proactively initiate projects for Parcel Tanker Transportation procurement services in China to create value for BASF including but not limited to sustainability and value chain projects.
  • Supplier Relationship Management
    • Actively manage the portfolio of suppliers for Parcel Tanker Transportation services, strengthen partnership with key suppliers and continuously manage supplier performance.
    • Included activities:
    • Establish contacts with the management of key suppliers to acquire information on service offerings and market trends and to enable timely settlement of issues.
    • Actively monitor the Parcel Tanker Transportation supplier landscape in China and build up new suppliers to enable them to meet BASF's standards and requirements in future, to ensure reliable supply at competitive prices and to manage supplier and price risks.
    • Ensure that suppliers meet the general and country-specific requirements and standards by aligning with internal Business Partners, EHS, TDS, SCM and other relevant internal and external parties.
    • Address sustainability topics to protect BASF's reputation and reduce business risks from non-compliance with environmental, social or governance (ESG) standards. Focus on how suppliers want to achieve the IMO CO2 emission targets.
    • Ensure that the performance of all suppliers of Parcel Tanker Transportation services are regularly evaluated based on suitable KPIs for commercial terms, delivery, quality and compliance to internal and external regulations, sufficiently documented and that appropriate countermeasures are implemented if necessary.
    • Manage critical issues and claims with Parcel Tanker Transportation suppliers and affected internal Business Partners, escalate issues further if required and ensure that effective measures are implemented timely to solve root causes and improve customer satisfaction.
    • Manage the process to delist suppliers if the performance is unsatisfactory and an improvement is unlikely after alignment with the GCM (Global Category Manager) and Global/Regional Management, Internal Business Partners and other relevant internal or external parties.
  • Internal Business Partner Relationship Management
    • Establish a close relationship with internal Business Partners in Asia Pacific with regards to procurement of Parcel Tanker Transportation services, to ensure smooth communication and identify issues at an early stage.
    • Included activities:
    • Establish regular communication with internal Business Partners and discuss Parcel Tanker Transportation procurement activities, current requirements and future plans and services to identify opportunities, address issues and create competitive advantage for BASF.
    • Provide information on current Parcel Tanker Transportation procurement topics and market trends.
    • Align annual target agreements between Global Logistics Procurement, with reference to Parcel Tanker Transportation services and internal Business Partners.
    • Actively seek for feedback on the perceived performance of the Parcel Tanker Transportation procurement activities, address issues with relevant parties and escalate to the Global/Regional management if necessary to achieve maximum procurement effectiveness and internal customer satisfaction.
    • Establish a close network with relevant departments such as supply chain operations and management, EHS, TDS, production, finance and legal.
  • Regional Representation
    • Represent the Global Logistics Procurement team in Asia Pacific and GBPO on all Parcel Tanker Transportation topics towards Global Maritime Logistics Procurement Management and Regional Procurement management to ensure close communication, exchange of activities, and by establishing a close network in the organization and managing cross-country and hub topics and projects beyond category management.
    • Included activities:
    • Represent the interests of the GBPO and internal Business Partners in Asia Pacific towards the Global Logistics Procurement management and Global/Regional Procurement management and community and escalate issues in a timely manner to relevant parties.
    • Serve as main contact point to Global Logistics Procurement for all reporting activities and projects in Asia Pacific related to procurement of Parcel Tanker Transportation services.
    • Build up general market expertise for Parcel Tanker Transportation services in Asia pacific and provide information to Global/Regional Logistics Procurement management, Internal Business Partners and other relevant internal parties.
    • Coordinate Parcel Tanker Transportation procurement requests from other regions, or from within the region Asia Pacific.
    • Facilitate the exchange of best practices on Parcel Tanker Transportation Procurement from other regions, and within the region, and initiate related projects.
    • Compliance and Processes
    • Ensure that all Parcel Tanker Transportation procurement activities are in compliance with relevant policies and procedures and documented properly to achieve excellent and consistent quality of work results, avoid compliance issues and allow for traceability of actions.
    • Included activities:
    • Exert functional leadership and governance for all activities related to the procurement of Parcel Tanker Transportation services in the GBPO.
    • Execute procurement activities in line with policies and procedures (e.g. Procurement Guideline BASF Group, company procedures, BASF Code of Conduct, trade controls, etc.).
    • Document relevant steps in accordance with applicable guidelines.
    • Actively seek opportunities for continuous improvement to increase operational excellence and improve documentation of processes.
    • Support the optimum use of procurement tools and systems.

Requirements:
  • Bachelor's degree in either of the following disciplines: Business Management, Shipping Management Economics, Logistics and/or Supply Chain Management.
  • Minimum 5 - 8 years of commercial/operational experience in liquid bulk chartering/storage, preferably with exposure to liquid bulk transportation/storage activities.
  • Sound shipping/storage market knowledge and ability to negotiate contracts effectively is essential.
  • Knowledge of logistics, supply chain management and marine transportation is necessary.
  • Knowledge of different liquid bulk contracts and contents including various legal implications is essential.
  • Ability to conduct contract negotiation with good business sense.
  • Ability to interpret and apply International Maritime Conventions in contract negotiation.
  • Knowledge on shipping and tank storage operations and safety is necessary.
  • Technical & Professional Knowledge:
  • Good and sound market knowledge of Parcel Tanker transportation, freight rates and development in Asia Pacific especially related to the bulk transportation of chemicals.
  • Excellent negotiation skills coupled with good understanding of procurement processes, methodologies and procedures.
  • Fluent in spoken and written English and Chinese with good communication and presentation skills
  • Excellent knowledge of supply chain and bulk tanker supply concepts.
  • Good knowledge of environment, health & safety aspect (EHS), transportation & distribution safety (TDS) and global trade control.
  • Good knowledge of business and finance concepts.
  • Competency in computer applications, especially MS Excel and MS PowerPoint.
  • This position requires a high level of administrative, organization and co-ordination skills in overall logistics procurement management.
